Great question. Before I looked into it, I had a hunch that this was merely the visage or "front entity" of the Lord and that we wouldn't be able to confirm that it is Jesus.
I checked Matthew Henry. Nothing. I looked in the Baker Encyclopedia of Apologetics. It discusses some of the miraculous appearances, but nothing on this. Before I went to Erickson's Christian Theology, I thought I would do a search. I came across a pretty good explanation on a reputable site. It turns out that there is a name for this kind of appearance of the Lord...a theophany. The author of the site says pretty much the same thing I did, but adds some evidence that it could possibly be Jesus. You can read about it here.

Rob, in Exodus 3:2 it says the angel of the Lord appeared to Moses, not an angel of the Lord. Would that be Jesus who appeared to Moses.
